This page is intended as a site for reference to published work, current examples, and discussion. We welcome your contributions, additions, critiques, amplifications. We do not pretend to have mastered such difficult and complex issues, and therefore hope more to create a forum than decide the issues. These pages dedicated to discussing “the problem” are primarily concerned with defining, documenting and describing the phenomenon. Pages dedicated to exploring ways of dealing with these problems are to be found under the same titles, in “reform.”
